Bailiwick of Guernsey · membership checked 28 October 2026

States of Guernsey Beta

Guernsey has no cabinet and no governing party. The 40 voting members of the States of Deliberation elect the president and members of every committee, board and authority, and each of those bodies answers to the Assembly. Policy & Resources is the senior committee and co-ordinates the others, but they do not report to it.

Civil service

Politically neutral staff who advise every body on this chart and carry out its decisions. Chief officers, one per principal committee, are being brought back during 2026 and the old corporate posts wound up, so several posts below are in transition. Until each committee has a chief officer, its committee secretary is its most senior official; they are listed together first. This is a working draft of senior posts only, built from public sources and LinkedIn and not checked with the States. Each title links to its source.

Chief Executive and Head of the Public Service

Boley Smillie

In post since early 2025, previously chief executive of Guernsey Post. Leads about 5,500 staff.

Committee secretaries

Each committee's most senior official until chief officers are in place. They run the committee's office, meet together regularly and report to Policy & Resources; a States job description places the post under the Director of Strategy and Policy. 11 of 16 named so far.

Notes

  • Gaps in three bodies. Environment & Infrastructure, Home Affairs and the Transport Licensing Authority are each constituted as a President and four members, and parliament.gg lists four people on each. Whether the fifth seat is vacant is not confirmed here.
  • Alderney Representatives Alexander Snowdon and Edward Hill hold none of the 16 seats listed.
  • Non-voting members are appointed by each committee, not elected by the States, so parliament.gg does not list them. Names come from committee statements, gov.gg releases and press reports for this term. Housing advertised in August 2025 but has announced no appointment; Policy & Resources may not have any.
  • Committee secretaries are shown on every card. Eleven of sixteen are named so far, from email signatures, LinkedIn, gov.gg and a States contact; the rest read "not yet identified".
  • LinkedIn entries were checked against the start date on each person's experience list on 28 October 2026, but profiles can be out of date (one listed a post its holder retired from years ago), so treat them as leads.
  • Civil Contingencies Authority membership follows office: the P&R President chairs it, joined by the Presidents of Environment & Infrastructure, Health & Social Care and Home Affairs.
