Core government is a scope, not a job type. This is the accounts' own staff-by-pay-group table, not the Pay Costs & FTE appendix behind the payroll series, so it totals 4,418 to 5,298 rather than 4,408 to 5,230. Both are right on their own basis and the two totals should never be quoted together. Controlled entities (Guernsey Electricity, Aurigny, Guernsey Post and the trading entities, 1,477 FTE in 2025) are excluded from both years so the same population is counted.
