Five pillars,
equal weights
The 2026 edition levels all five pillars to 20 per cent each. No pillar is allowed to carry the result on its own, and every destination is scored only on the pillars it actually holds.

Three destinations, the Cayman Islands, Puerto Rico and Saint Vincent and the Grenadines, have no Residence and Access pillar, because Nomad's own Passport Index does not cover them. They are scored across the four pillars they hold, and the missing pillar is printed on the row rather than filled in. 60 of 63 destinations are scored on all five.
Three destinations,
one score
Monaco finishes first on 73.89, Andorra second on 73.68 and the United Arab Emirates third on 73.15. 0.74 points on a 0 to 100 scale covers all three. On a five-pillar mean built from sources with real measurement error, that is a tie.

Treat the top of this index as a group, not a queue. Further down, the gaps widen and ranks mean more. The one number that always means something is the pillar score, because it is the thing you can reweight for yourself.

63 destinations, one scale
Every destination in the 2026 Edition, shaded by its overall score. The scale runs from 34.62 to 73.89, which is the real range of the index rather than a rounded 0 to 100. Five pillars, each worth 20 per cent.
Monaco
Monaco holds the only perfect pillar score in the index: Quality of Life and Infrastructure, 100.0. It is 44.6 on Nature and Climate, below the universe mean of 49.6.
Andorra
0.21 points behind. Andorra leads the index on Safety and Freedom with 96.0, and takes second place without leading on anything else.
United Arab Emirates
0.74 points cover first to third. The UAE has the best Tax score in the index, 96.0, and the strongest Residence and Access score of the three leaders at 78.7.
Malta
Malta leads the index on Residence and Access with 95.0, and sits 1.78 points off the lead. The top four are covered by less than two points.
Panama
Panama has the highest Nature and Climate score in the index, 73.6, and the third highest Tax score, 83.0. It finishes 11th because its Quality of Life and Infrastructure score is 40.6 against a universe mean of 50.8.
The Caribbean six
Four of the six Caribbean citizenship jurisdictions in the index score 80 or above on Tax. None of the six scores above 41.5 on Quality of Life and Infrastructure. An accessible passport is not the same thing as a good place to live.
Where the data stops
The Cayman Islands, Puerto Rico and Saint Vincent and the Grenadines carry no Residence and Access pillar, because Nomad's own Passport Index does not cover them. They are scored on the four pillars they hold, and the report says so on the row it affects.
Europe, the Gulf, and one exception
Three of the top four are in Europe and the fourth is in the Gulf. The best Nature and Climate score in the index sits in Central America, eleventh overall. No destination in this index is the best at more than one thing.
Five pillars, five leaders.
None leads two.
Four of the five pillar leaders sit in the overall top five. Not one destination in this index is the best at more than one thing, which is why the overall score reads as a group of contenders rather than a champion.

11th overall on 64.91. Universe mean for this pillar: 49.6.
United Arab Emirates
3rd overall on 73.15. Universe mean for this pillar: 58.6.
Malta
4th overall on 72.11. Universe mean for this pillar: 53.9.
Andorra
2nd overall on 73.68. Universe mean for this pillar: 61.9.
Monaco
1st overall on 73.89. Universe mean for this pillar: 50.8.
Three quarters of a point separates Monaco, Andorra and the United Arab Emirates. That is a shortlist, not a podium.

Tilt one pillar,
and the order moves
Move one pillar to 40 per cent and the other four to 15 per cent each, and the top of the index reshuffles. Choose what you care about most.

United Arab Emirates
No destination reaches the top three under all five tilts. Andorra and the United Arab Emirates manage four of the five. Monaco, which holds first place on equal weights, manages three, which makes the nominal winner the most priority-dependent of the leaders. Six destinations reach a top three at least once.
Each tilt moves one pillar to 40 per cent and the other four to 15 per cent each. Copper: four appearances out of five.
The best nature score in the index
finishes eleventh
Panama has the highest Nature and Climate score in the index, 73.6, and the third highest Tax score, 83.0. It finishes 11th overall, because its Quality of Life and Infrastructure score is 40.6 against a universe mean of 50.8.
When every pillar counts the same, one outstanding pillar cannot carry four ordinary ones. That is the design working, not the model misbehaving.

A cheap passport
is not a good life
Saint Kitts and Nevis scores 91.0 on Tax, joint second in the index, and 26.3 on Quality of Life and Infrastructure, third from bottom. Saint Vincent and the Grenadines has the weakest Safety and Freedom score in the index at 13.2 and finishes last overall.
Recorded homicide rates of 59.8 and 51 per 100,000 sit behind those scores. The index holds both facts at once and refuses to average them away.

The ordering holds.
The podium does not.
Perturbing each pillar weight by five percentage points in either direction, ten runs in all, never drops the rank correlation with the baseline below 0.9757, and 8 to 10 of the top ten stay in the top ten. That is a statement about the whole ranking, never about the top three.
