Biography

Charlie Massey has been Chief Executive and Registrar of the General Medical Council (GMC) since November 2016, leading its senior management team and fulfilling statutory functions as Registrar assigned in legislation. The GMC is the independent regulator of doctors, physician associates, and anaesthesia associates in the UK, responsible for setting professional standards, licensing practitioners, and acting where patient safety is at risk. Before joining the GMC, Massey served as Director General for Strategy and External Relations at the Department of Health from 2012, and is a career civil servant who previously held roles at HM Treasury, the Cabinet Office, the Department for Work and Pensions, and the Pensions Regulator. He has been a prominent voice on NHS workforce challenges, warning publicly that the UK risks wasting the talents of tens of thousands of locally employed and internationally qualified doctors to the detriment of patient care. Massey also led the GMC's expansion of regulation to cover physician associates and anaesthesia associates, which came into force in December 2024.
