Biography

Charlie Massey has been Chief Executive and Registrar of the General Medical Council (GMC) since November 2016, having joined from a Director General role at the Department of Health England. Before that, he held senior posts across the UK civil service, including Director for Ageing Society and State Pensions at the Department for Work and Pensions, and roles at HM Treasury, the Cabinet Office, the Pensions Regulator, and the Department of Social Security. The GMC is the independent regulator of doctors, physician associates, and anaesthesia associates in the UK, responsible for setting standards, maintaining the medical register, and overseeing education and fitness to practise. Massey has consistently argued that NHS workforce policy must prioritise retaining and supporting existing doctors alongside recruiting new ones, warning that poor wellbeing and working conditions drive doctors out of the profession. He has been a prominent advocate for modernising the GMC's legislative framework, describing the existing statute as outdated and calling for reforms that make regulatory processes faster, fairer, and less adversarial. He has also committed the GMC to eliminating disproportionate fitness to practise referrals linked to doctors' ethnicity or primary medical qualification.
