Sir Glen Burley is Financial Reset and Accountability Director on the NHS England Transformation Executive Team, a newly created post he took up from April 2025, while concurrently serving as Chief Executive of the Foundation Group of NHS trusts. In his NHS England role he leads the team responsible for implementing the new NHS Operating Model — including Model ICB, Region and new provider delivery models referenced in the 10 Year Health Plan — and works closely with the National Chief Financial Officer to deliver the financial architecture reset. The Foundation Group, which he leads, is a Midlands-based collaborative comprising South Warwickshire University NHS Foundation Trust, Worcestershire Acute Hospitals NHS Trust, George Eliot Hospital NHS Trust and Wye Valley NHS Trust, created to support the trusts as lead providers of integrated care in their localities. Burley began his NHS career in 1983 as a finance trainee, qualifying as a Chartered Public Finance Accountant in 1990, and has held chief executive positions at South Warwickshire since 2006, progressively expanding the Foundation Group from 2016 onwards. Between 2015 and 2017 he was National Senior Responsible Officer for the Emergency Care Improvement Programme. In June 2026 he was awarded a Knighthood in the King's Birthday Honours for services to the NHS.
