Who Sam Allen is

Samantha Allen CBE is Chief Executive of NHS North East and North Cumbria Integrated Care Board (ICB), a post she has held since January 2022, and additionally serves as interim NHS England Regional Director for North East and Yorkshire. The NENC ICB is one of England's largest integrated care systems, covering more than 3.2 million people from North Yorkshire to the Scottish borders and operating a £6 billion budget with around 170,000 staff. Allen started work in the NHS in 1996, building a career in the operational management and leadership of mental health services before leading Sussex Partnership NHS Foundation Trust for around six years, during which its CQC rating rose from 'Requires Improvement' to 'Good'. She is National Director for Management and Leadership at NHS England, Chair of the Health and Care Women Leaders Network at the NHS Confederation, and a member of The King's Fund General Advisory Council. Allen is publicly associated with arguing for local autonomy in health planning, professionalising NHS management, and reducing health inequalities — including a NENC ICS strategy commitment to cut the life-expectancy gap between the richest and poorest neighbourhoods by 25% by 2030.
