Biography

Dr Bill Kirkup CBE qualified in medicine from the University of Oxford in 1974, training in obstetrics and gynaecological oncology before retraining in public health; he held posts including Regional Director of Public Health in the North East and served as Associate Chief Medical Officer for England from 2005 to 2009. Since retiring from full-time practice in 2009, he has led a series of major independent investigations into NHS failures, including the Morecambe Bay maternity services inquiry (reporting in March 2015) and the East Kent maternity and neonatal services investigation (reporting in October 2022). He has also served as a member of the Hillsborough Independent Panel, the Gosport Independent Panel, and co-led the investigation into Jimmy Savile's involvement at Broadmoor Hospital. He was appointed to the Parliamentary and Health Service Ombudsman's Expert Advisory Panel and, most recently, served as one of twelve expert clinical advisers to Baroness Amos's National Maternity and Neonatal Investigation, from which he resigned on 22 June 2026 in a dispute over the omission of conclusions on normal birth ideology from the final report. He is known for arguing that the pursuit of 'normal birth' without appropriate clinical judgement has been a recurring and under-acknowledged cause of avoidable harm and death in NHS maternity services.
