Who Madeleine Sumption is

Dr Madeleine Sumption MBE is Director of the Migration Observatory at the University of Oxford, which provides impartial, evidence-based analysis of migration data in the UK for public and policy audiences. She is a policy specialist focusing on the impacts of migration policies and the role of migrants in the labour market, with particular research interests in labour migration, immigration policy design, and the economic and social effects of migration. Since March 2026 she has served as Interim Chair of the Migration Advisory Committee, the Home Office-sponsored independent body that advises the UK Government on migration policy, having previously been a committee member since 2016 and Deputy Chair from January 2025. Before joining Oxford she was Director of Research for the international programme at the Migration Policy Institute in Washington DC. In health and social care debates she has been widely quoted on the dependence of the NHS and care sector on overseas workers, arguing that high demand for overseas care workers is driven in large part by severe funding difficulties in the sector which have led to poor pay and conditions and difficulty attracting local workers. In 2017 she received an MBE for services to social science.

“As written, the policy implies a much larger number of 'mixed status' families where some people have permanent residence rights and others do not.”
