Biography

Dr Claire Fuller has been National Medical Director of NHS England since 1 April 2025, having previously served as National Medical Director of Primary Care from September 2023. Her portfolio covers primary care, community care, mental health, neighbourhood services, public health and medicines. She qualified from St Mary's Hospital in 1992 and has remained a practising GP throughout her career, with experience in rural Northumberland and large practices in Surrey. Before joining NHS England she was Chief Executive of Surrey Heartlands Integrated Care System and, prior to that, Accountable Officer for NHS Surrey Heartlands CCG. She is best known as the author of the 2022 Fuller Stocktake report on integrating primary care, co-signed by all 42 ICS chief executives, and has since prioritised GP retention, the primary/secondary care interface, patient safety in primary care, and the formation of a national ADHD task force.
