Ministers cite more GP appointments while members press on continuity of care, funding and pharmacy pressures

  1. Government figures on access were repeated in several debates. Dame Diana Johnson in Primary Care (20 October) cited almost 16 million more appointments and 77% of people reporting a good local service. Baroness Merron, in Integrated Care Boards: Access to Services (8 September) and Neighbourhood Health Services (7 September), cited nearly 14 million more appointments in the year to June 2026.
  2. Continuity of care was the most sustained challenge. Sir Jeremy Hunt, in the Health Bill (7 September) and Continuity of Care in the NHS (20 October), cited a Norwegian study and said the structure of general practice has not changed. He backed new clause 25 on continuity. Johnson replied that a clinical working group is examining it and that patients able to see their preferred clinician rose from 61% to 68%. Baroness Gerada made the same case in the Lords Health Bill debate on 13 October.
  3. Funding for general practice was raised in the Lords and Commons. In Neighbourhood Health Services (7 September), Baroness Pidgeon asked for a primary care investment standard and Baroness Gerada said general practice receives its lowest share of the NHS budget for a decade. Merron pointed to five minimum national goals in the neighbourhood health framework, including improved access to general practice. In the Commons Health Bill debate, Helen Morgan set out Liberal Democrat amendments on seven-day GP access and a primary care investment standard.
  4. The Pharmacies: Government Funding debate (9 September) framed pharmacies as a way to relieve GP demand. Edward Morello, Sadik Al-Hassan and Lee Dillon each cited local Pharmacy First figures for GP appointments avoided. Shivani Raja and Gregory Stafford, both Conservatives, raised closures and a call to widen Pharmacy First. Dillon welcomed a 10.3% uplift for 2026-27 but said it does not provide a sustainable settlement.
  5. Other members raised access in particular settings. Sarah Dyke tabled new clause 120 for a farmer-friendly general practice scheme, citing rural health. Danny Beales said shared digital records should flag missing vaccines at GP appointments. Baroness Pidgeon, in the Lords Health Bill debate (13 October), said people are struggling to get GP appointments.
