Thea Stein is Chief Executive of the Nuffield Trust, an independent health and social care think tank, a post she took up in September 2023. She was previously Chief Executive of Leeds Community Healthcare NHS Trust (2014–2023), and before that Chief Executive of Carers Trust and of Yorkshire Forward, the regional development agency for Yorkshire and the Humber. She began her career as a clinical psychologist working in homelessness and drug and alcohol services, and was one of the first Joint Directors for Adult Social Care and Health Care commissioning in the UK. At the Nuffield Trust she has commissioned key work on the nursing workforce, particularly district nursing, and is a national advocate for neighbourhood health teams. She is a publicly prominent voice on NHS funding adequacy, social care reform, workforce retention, and the shift of care from hospitals into community settings.
