Biography

Professor James Palmer is the National Medical Director for Specialised Services at NHS England, a post he has held since the organisation's inception in 2013. He is a member of NHS England's Specialised Commissioning National Team, with responsibility for the development and commissioning of complex and rare-condition services at a national level. Alongside this national role, he practises as a Consultant Neurosurgeon at University Hospitals Plymouth NHS Trust, where his clinical focus is on complex CNS tumours, acoustic nerve tumours, and skull base neurosurgery. He trained at The London Hospital and completed neurosurgical training in Southampton and Glasgow, before a consultant post at the National Hospital for Neurology and Neurosurgery in 1996. He chairs the Gender Services Clinical Programme National Programme Board and sits on the Rare Diseases Advisory Group (RDAG), and served as the senior NHS England member of the RAPID C-19 Oversight Group during the pandemic. He gave a witness statement to the UK Covid-19 Public Inquiry in August 2024 covering NHS England's role in therapeutics development.
