Biography

Louise Casey, Baroness Casey of Blackstock DBE CB, is a crossbench peer in the House of Lords and the Government Lead Non-Executive Director, appointed by Prime Minister Keir Starmer in January 2025. She chairs the Independent Commission on Adult Social Care, launched on 29 April 2025, which is tasked with making recommendations to define and build an adult social care system that meets the current and future needs of the population in England, reporting to the Prime Minister. She began her career as Deputy Director of the homelessness charity Shelter from 1992 to 1999, and subsequently worked on social welfare issues for five Prime Ministers over more than two decades, including heading the Rough Sleepers' Unit, the Anti-Social Behaviour Unit, and serving as the UK's first Victims' Commissioner. In 2023 she published a landmark independent review of the Metropolitan Police's culture and standards, finding severe institutional failings including institutional racism, sexism and homophobia. She has argued publicly that the social care system is 'broken', calling in March 2026 for a national 'moment of reckoning' equivalent to the Beveridge reforms, and in July 2026 she launched 'The Big Conversation on Care', a nationwide public engagement exercise aimed at engaging up to one million people to shape future social care reform.
