MPs and peers press for respite, benefit reform and earlier identification of unpaid carers

In Lords questions on the Carers Action Plan (22 October), Baroness Hyde of Bemerton for the Government said there would be annual progress updates, an annual meeting with unpaid carers and quarterly ministerial oversight. She said how the new unpaid carers champion fits with existing work was still being worked out. Baroness Pidgeon (Liberal Democrat) asked for a statutory guarantee of respite, and Baroness Hyde said she would write on a carer's allowance taper and timeline.

In the Westminster Hall debate on support for unpaid carers (15 October), opened by Alison Bennett (Liberal Democrat), members from several parties described poverty, lost employment and exhaustion. John McDonnell (Labour) welcomed the action plan but said carers in his group lack respite. Replying, Mr James Frith said that, in his reading, every Member who spoke had raised the need for respite.
  3. Young carers featured in the Lords questions on the action plan and in Westminster Hall. Lord Young of Cookham (Conservative) said 3,000 young carers are aged between five and nine and are not identified for three years on average. Baroness Finlay of Llandaff (Crossbench) said over half of schools have reported no young carers. Baroness Hyde said every young carer is entitled to an assessment and that a cross-ministerial group is working on the issue.

In the National Care Service statements (Commons 15 October, Lords 20 October), the Government cited the biggest expansion of carer's allowance since the 1970s and the coming appointment of an unpaid carers champion. Clive Jones (Liberal Democrat) said family carers must be put front and centre and the carer's allowance system replaced. Lord Kamall (Conservative) said the proposals so far lack detail and do not yet meet the standard of lasting public confidence.
  5. On carer's allowance, Clive Jones asked the Leader of the House on 22 October for a statement on speeding up reviews of overpayment cases. In a Commons debate on 20 October, Melanie Onn (Labour) argued for statutory paid leave for kinship carers, and minister Kate Dearden said she could not pre-empt the parental leave and pay review.
