Simon Crowcroft served as Connétable for St Helier in the 2022–2026 Assembly. During his tenure he brought numerous propositions before the States Assembly as a backbencher, including measures relating to hospital development at Overdale, the creation of a country park, and support for the Havre des Pas lido.

Campaigning on a platform of protecting St Helier's interests and quality of life, Crowcroft stood on several specific commitments: opposing any development on the parish's parks, gardens and open spaces; pressing the Government to improve walking and cycling infrastructure, deliver a Hoppa Bus network, and introduce a fair parking strategy; working to keep parish rates as low as possible in the face of rising living costs; seeking to revive the Andium Homes proposal to double the size of Millennium Town Park; and establishing an Urban Task Force to accelerate regeneration projects across St Helier.

Before and during his political career, Crowcroft described a hands-on approach to parish life, supporting hospitality businesses, town retailers, community volunteering including the Honorary Police, and the promotion of events and festivals such as St Helier's first St Patrick's Day Parade.

Crowcroft actively championed the Andium Homes park-extension proposal throughout the 2022–2026 term, tabling a 2022 proposition and a further proposition (P.45/2025) in June 2025 asking Ministers to pause the school scheme. However, the Bridging Island Plan (adopted 2022) safeguarded the Gas Place site for a new primary school, and in April 2022 States Members had already voted overwhelmingly to endorse the school over the park extension. Crowcroft's final attempt via P.45/2025 was defeated 31–10 by the States Assembly on 22 October 2025, with the Council of Ministers formally urging rejection; the park doubling did not proceed during his 2022–2026 term.

Crowcroft held St Helier Parish rates frozen at 1.15p for the first year of the 2022–2026 term (the ninth consecutive freeze, per the Jersey Evening Post, July 2022), but rates were raised three times thereafter: 8.7% in August 2023 (1.15p to 1.25p), 5.6% in July 2024 (1.25p to 1.32p), and 2.3% in July 2025 (1.32p to 1.35p). Each increase was defended as at or below the prevailing rate of RPI inflation, and Crowcroft actively grew non-rates commercial income to limit the pressure on ratepayers — consistent with the spirit of 'as low as possible' — but rates did rise materially across the term.
