The amendments which I voted 'contre' on in this section would have watered down the original proposition to reinstate Senators, so this item should be recorded as promise kept 100%

Our response: Reviewed against Hansard: the 6 disputed vote-links are amendment votes (P.2/2025 and its amendments) that represented a COMPETING MECHANISM for Senator reinstatement (abolish Connetables/12 Senators) rather than a test of the promise itself, not a clean weaken/strengthen test of the main proposition. Reclassified relevance=low (excluded from scoring, shown as context) per updated methodology. Recomputed alignment from the remaining 17 scored links: 7 consistent / 10 inconsistent -> mixed. This was not hand-set to "kept 100%" as claimed; it is whatever the corrected roll-up produced.

Our response: Upheld. Our original assessment could only confirm surgeries at St John and Trinity and called the record fragmentary. Checking the Assembly's own What's on rota (including archived snapshots) confirmed the joint St John/St Lawrence/Trinity drop-in has rotated through all three parish halls on a regular schedule. Verdict updated from partial to delivered.
Candidate will advocate for the creation of a dedicated Equalities Minister for Diversity, Equity and Inclusion.
When Deputy Jeune was AM to Justice and Home Affairs she was delegated responsibilities for DEI along with Deputy Doublet. They introduced a Equality Impact Assessments to be undertaken for new policy developments. This does not need legislation. Realistically having someone dedicated to DEI within COM whether a standalone Minister or AM still brings the issues to the COM table and ensures coordination. I have been asking continued questions to ensure enough pressure on subsequent governments to ensure their is a dedicated person responsible. So far this has remained.

Our response: Partially upheld. No dedicated Equalities Minister was created during the term, so that outcome is unchanged, but our original wording ("no evidence she...actively advocated") was too strong given your delegated DEI role and the EIA guidance you introduced. Updated from outstanding to in_progress to reflect that ongoing advocacy.

Our response: Upheld. The promise had no linked vote. Deputy Jeune's amendment P.51/2024 Amd.(9) to the Government Plan 2025-2028, which she lodged and which was adopted on 28 November 2024, ties Pillar 2 competitiveness funding specifically to "funding the delivery of the Sustainable Finance Action Plan". She voted Pour. The promise now shows Kept on this vote.
Stamp duty on buy-to-let and second homes regraded from Mixed to Kept after the vote that delivered it was found unlinked; Long-Term Care cap ruling stands, with the December 2025 vote added.
Pre-review audit, before any member had seen the site. The 2022 promise to support an increase in stamp duty on buy-to-let and second homes was published as Mixed on eight votes. The vote that delivered it, the Government Plan 2023-2026 (P.97/2022, 16 December 2022), which introduced the 3-point surcharge from January 2023 and on which Ahier voted Pour, had never been linked. Four of the five adverse votes were on amendments in that same debate to set the new surcharge at 4 or 10 points instead of 3, and the fifth (P.16/2025) sought to raise it to 5 points in 2025. Under the breach rule these are judgements about how far to go, not votes against an increase, so all five are now shown and set aside. One further link (P.51/2026, mortgage interest relief for buy-to-let) had its delivery direction stored the wrong way round and concerns a different mechanism; it is now context only. The December 2025 vote to keep the surcharge (P.70/2025 Amd.(15)), where he voted Contre, was added. The promise regrades to Kept. The Long-Term Care ruling was checked against the two amendments it rests on, both of which removed the earnings cap on Social Security and Long-Term Care contributions together; it stands as Broken, and the December 2025 vote on the Long-Term Care cap alone (P.70/2025 Amd.(5) Part 2), which he also opposed, was added. That vote had been missed because the Assembly feed titles every 2025 Budget amendment generically. The Greffe reference on the December 2023 vote was corrected from P.91/2023 Amd.(3) to P.72/2023 Amd.(3).
Sustainable finance promise regraded from No recorded vote to Kept after a reader challenge found the amendment that delivered it, which she lodged herself, unlinked.
Reader challenge from Hilary Jeune, citing her amendment P.51/2024 Amd.(9) to the Government Plan 2025-2028 ("Pillar 2 Allocations"). She lodged this amendment herself on 11 November 2024; it ties the Plan's Pillar 2 competitiveness funding specifically to "funding the delivery of the Sustainable Finance Action Plan and supporting the transition to a net-zero economy". It was adopted as amended on 28 November 2024, and she voted Pour. Her 2022 manifesto promise to support Jersey becoming a recognised sustainable finance jurisdiction had zero votes linked to it; the automatic linker had missed this one entirely. The link is added as high relevance, and the promise regrades from No recorded vote to Kept.

Constituency surgeries: the original verdict found surgeries at St John and Trinity but called the record fragmentary, with no evidence found at St Lawrence specifically. Equalities Minister: no dedicated Equalities Minister for Diversity, Equity and Inclusion was created during the term, and that fact stands - DEI responsibility instead moved to a Chief Minister delegation (R.71/2024) to Deputy Carina Alves. But the original wording, that there was no evidence Jeune had advocated for the role, was too strong given her documented delegated DEI responsibility as Assistant Minister for Justice and Home Affairs (September 2023-January 2024) and the Government's published Equality Impact Evaluation Guidance, which she says she introduced in that role; the verdict regrades from Outstanding to In progress to credit that ongoing advocacy without changing the underlying outcome. Later the same day, her "continued questions" claim was given a dated citation rather than resting on her account alone: WQ.453/2025 (8 December 2025), her own written question to the Chief Minister, follows up directly on Louise Doublet's OQ.255/2025 (11 November 2025) to press for Equality Impact Evaluations becoming central to Council of Ministers decision-making, with published results and training. Status and outcome are unchanged; this only strengthens the evidence already credited.
