Catherine Dolores Curtis

Catherine Curtis was first elected to the States Assembly in 2022 as Deputy for St Helier Central. During that term she chaired the Children, Education and Home Affairs Scrutiny Panel and also served as Vice Chair of the Assisted Dying Review Panel and as a member of the Legislation Advisory Panel. Re-elected in 2026 for St Helier Central as a Reform Jersey candidate, she now serves as Minister for Education and Lifelong Learning and as Assistant Minister for Children and Families.

For the 2026–2030 term Curtis campaigned on the cost of living, children's welfare, and financial resilience. Her specific pledges included pursuing the creation of a Bank of Jersey, modelled on the Bank of Gibraltar, to generate revenue and strengthen the island's financial position; leading a parish-supported group to tackle child poverty in St Helier; and ensuring that the recommendations from her earlier reviews into online harms, apprenticeships and lifelong learning, and secondary education funding are carried through to implementation.

Curtis describes herself as a businesswoman who has also undertaken voluntary work, experience she credits with informing her decision-making as a Deputy.

    Catherine Curtis was appointed Minister for Education and Lifelong Learning on 30 June 2026, placing her in direct executive responsibility for following through on the three reviews she led as Scrutiny chair (2022–2026). As of October 2026 — fewer than four months into the new Assembly — active work is evident across all three areas: the government formally responded to the Online Harms review in December 2025 (accepting 12 and partially accepting 23 of 38 recommendations), a content-removal consultation closed in April 2026, and a new Lifelong Learning scrutiny report (S.R.3/2026) was published in February 2026 with a joint ministerial response already issued; the Secondary Education Funding review's key recommendation on measurable outcomes was accepted by the then-Education Minister and noted in the Jersey Audit Office's November 2025 report.     Prior to the June 2026 election, Deputy Curtis convened exploratory meetings with Jersey's chief executive and others about a state-owned Bank of Jersey modelled on Gibraltar International Bank, describing the concept as 'at a very early stage' in April 2026 (Jersey Evening Post). She was re-elected and sworn in on 12 June 2026, but was appointed Minister for Education and Lifelong Learning — not a finance portfolio — on 30 June 2026, and no proposition, ministerial statement, formal feasibility review, or government policy commitment on a Bank of Jersey has been identified in States Assembly records or the Jersey press in the period to October 2026. The new Assembly has sat for fewer than four months, so the absence of progress is not surprising, but there is no evidence the initiative has been advanced beyond the pre-election exploratory stage.
