Warr served as a Deputy for St Helier South (2022–2026), a role with no direct executive authority over Parish finances or property, which rests with the Connétable and Procureurs du Bien Public. No independent reporting from the Jersey Evening Post, Bailiwick Express, or official Parish records attributed any Parish revenue diversification or property management decision to Warr specifically during the 2022–2026 term. His most prominent parish-adjacent activity concerned the Havre des Pas Lido — a Government-held, not Parish-held, asset — where he lodged two propositions (October 2024 and October 2025) but neither produced a conclusive outcome before the 2026 election. The island-wide Jersey Play Plan published in December 2025 was spearheaded by Assistant Minister Malcolm Ferey and funded via a Budget amendment by Deputy Inna Gardiner — not by Warr. The pre-existing St Helier Ambassador competition (Junior aged 10–16, Senior aged 17+), run by the Parish administration under the Constable, pre-dates his election and does not extend to senior citizens as proposed. The identical promise reappeared verbatim on Warr's June 2026 Constable election manifesto (vote.je), indicating it was undelivered as a Deputy and was being carried forward. Warr lost the Constable race in June 2026 and left the Assembly, ending his opportunity to act on the commitment.

His principal role was as Minister for Housing and Communities (July 2022–January 2024), and he subsequently sat as a backbench scrutiny panellist; Parish rates rose in 2023, 2024, and 2025 rather than being targeted downward. Jèrriais Talking Street Signs appeared in St Helier in August 2024 and cultural events continued, but these were driven by L'Office du Jèrriais, the Parish of St Helier, and the Economic Development Ministry, not traceable to Warr's individual initiative.
