David Warr served as Deputy for St Helier South in the 2022–2026 Assembly. He did not continue into the 2026–2030 Assembly.

His campaign for that term centred on financial stewardship, community wellbeing, and making St Helier more accessible and economically vibrant. On financial matters, he pledged to keep Parish Rates as affordable as possible while ensuring expenditure remained within means, to diversify Parish revenue streams, and to manage Parish property responsibly. He committed to championing the extension of Millennium Park and to backing targeted improvements to school infrastructure. A Parish-wide play strategy would ensure all children had access to recreational spaces, and enhanced safe walking routes would open new neighbourhood improvement areas, building on work already done at Pomona Road. He proposed reintroducing a bus service on Broad Street and pursuing improved parking solutions for shoppers and residents. To support the visitor economy, he pledged to promote public art, cultural events and the use of Jèrriais, and to offer rate relief and al fresco dining incentives to attract inward investment. He also proposed Parish Ambassador initiatives to engage senior citizens and young people more deeply in Parish life, and sought stronger inter-parish collaboration on waste management, recycling and shared services.
