Gerald Voisin

Deputy for St Helier North · Independent

Minister for Sustainable Economic Development

Gerald Voisin

Gerald Voisin was first elected to the States Assembly in 1999 as Deputy of St. Lawrence, a seat he held until retiring in 2005. He returned to the Assembly in 2026, elected as Deputy for St. Helier North, and currently serves as Minister for Sustainable Economic Development.

Voisin's 2026 campaign centred on affordability, financial discipline, and economic growth. His specific pledges included acting to reduce inflationary pressures through faster planning decisions, smarter land use, greater competition in key sectors, and cutting regulatory costs; pressing for rigorous spending reviews across all government departments to restore value for money; ensuring that any borrowing is used only for long-term investment rather than day-to-day expenditure, with a medium-term aim of reducing borrowing overall; and supporting local businesses by cutting bureaucracy, reducing barriers to growth, and investing in skills and education.

Voisin describes a career of thirty years running a family business in King Street, giving him a background in commercial management and competitive business operations. He also draws on his earlier period in the States Assembly, during which he was involved in developing Jersey's first economic growth plan.

Turnout in the States Assembly — 2026–2030 Assembly

The States Assembly records a reason against every non-vote, so being ill, off-island, on parental leave or barred by a declared interest can be told apart from simply not turning up. Absences with an accepted reason are removed from both sides of the rate rather than held against the member.

Manifesto

Promises, and how they voted — 2026–2030 Assembly

Grouped by policy area. Each promise carries the recorded States Assembly votes that test it, and whether this member voted to deliver — open any vote for the motion and the reasoning. A vote counts against a promise only where it plainly contradicts it; where a member voted against one particular measure but the breach is arguable, the vote is shown and set aside rather than counted. Promises no recorded vote has borne on yet are marked as untested rather than scored.

I will act to reduce inflationary pressures. This includes addressing the high cost of housing through faster planning decisions and smarter land use, supporting competition in key sectors, and reducing unnecessary regulatory costs and States policies that drive up prices.

Will ensure borrowing is used only for long-term investment and will aim to reduce borrowing in the medium term.

Every pound of taxpayers' money must be justified and if borrowing is necessary, it will be used responsibly and only for long-term investment, not day-to-day expenses. The aim is to reduce borrowing in the medium term.

Reinstating a States Grant adds to public spending obligations that could increase borrowing pressures, so opposing it partially aligns with the commitment to reduce borrowing in the medium term.

Will support local businesses by cutting bureaucracy, reducing barriers, and investing in skills and education.

We need to back local businesses and rekindle our entrepreneurial spirit by reducing barriers, cutting bureaucracy and rebalancing the scales of risk and reward. Investing in skills and education to prepare our workforce for the future, enabling key sectors while encouraging diversification.

      Voting Contre delivers this
