Connétable Labey did act on his promise by trialling extended Wednesday evening hours (2pm–6pm) after his June 2022 election, and the Parish Hall already opened from 08:00am on weekdays, providing earlier access than most parishes. However, as reported by the official Grouville Parish Hall website (dated 2 May 2023), the evening extension was abandoned after a three-month trial and Wednesday hours reverted to 1pm–4pm, because it was 'almost entirely unutilised despite lots of advertising' — independently corroborated by a January 2025 Nine by Five Media article. The promise was therefore partially acted upon (a trial was conducted and early opening was maintained), but the net result by the end of the 2022–2026 term was no lasting expansion of accessible hours.
Will examine the feasibility of installing solar panels as part of the upcoming parish roof project.

The Grouville Parish Hall roof project — a £450,000 undertaking — commenced in August 2023 and was reported as almost complete by March 2024 (grouville.je). However, no independent source records solar panels being installed as part of the roof project. Labey's own June 2026 re-election manifesto on vote.je lists the roof replacement as a past achievement but separately pledges to 'Start on the electrification of our facilities and the instalment of Solar panels on our properties' as a future aim, indicating the solar feasibility examination and installation did not materialise during the 2022–2026 term.

Mark Labey served the full 2022–2026 term as Connétable of Grouville and was re-elected unopposed in June 2026, having actively supported parish volunteers throughout the term. His mid-2024 statement on the parish website publicly acknowledged and thanked the Roads Committee, Roads Inspectors, Honorary Police and other volunteers by name, and the March 2026 Grouville Honorary Police Policing Plan — signed by Labey as Connétable — explicitly cited over 40 parish volunteers and expressed the parish's gratitude for their service. His unopposed re-election in 2026 further reflects sustained community confidence in his stewardship of voluntary effort.

Throughout the 2022–2026 Assembly term, Connétable Mark Labey of Grouville demonstrated consistent and active engagement as a States member. From July 2022 he served as a member of the Children, Education and Home Affairs Scrutiny Panel (later becoming Vice-Chair), sat on the Comité des Connétables, the Diversity Forum PPC Sub-Committee (to January 2024), and the Political Awareness and Education Sub-Committee — participating actively in multiple published ministerial hearing transcripts from late 2022 through 2023. His reputation in both the Connétable role and the Parish was substantively enhanced: he was re-elected unopposed as Connétable of Grouville in June 2026, a strong democratic endorsement of his term's conduct.

No evidence was found of regular joint open surgeries between Connétable Mark Labey and Grouville's Deputies having taken place during the 2022–2026 term. A January 2025 article in Nine by Five Media reported that Labey trialled extended Parish Hall evening sessions after his election but discontinued them as they were 'almost entirely unutilised despite lots of advertising,' with no mention of joint Deputy surgeries. Deputy Carolyn Labey's own website (undated, but current as of 2026) described her as still 'working on establishing regular Parish Surgeries' and hoping the Connétable would join — language that suggests the joint format had not been formalised. Constituency drop-in sessions listed on the States Assembly website for late 2025 appear to be Deputy-only events, with no record of the Connétable co-hosting.

Mark Labey's manifesto (vote.je, 2022) explicitly committed to having the Grouville Parish office take an active role in providing energy-saving advice to parishioners at home and in the workplace. His term as Connétable ran from 27 June 2022 to 1 June 2026. Exhaustive searches of grouville.je, Bailiwick Express, JEP, BBC Jersey, and related sources returned no independent evidence of any parish office programme, dedicated advisory service, events, or published guidance on energy-saving delivered under Labey's tenure; the only relevant environmental activity found was a 2019 Climate Emergency Action Working Group report initiated under his predecessor, Connétable John Le Maistre. It is therefore not possible to confirm delivery, partial delivery, or confirmed non-delivery from the publicly available record.
