Deputy Binet served as Assistant Minister for Health with delegated responsibility for mental health throughout the 2022–2026 term, and the redevelopment of Clinique Pinel — replacing the dilapidated Orchard House inpatient ward — was completed and opened in June 2024, delivering improved hospital facilities with 16 en-suite rooms, therapy spaces, and a courtyard used for gardening and vegetable growing. However, no evidence emerged of a working farm replacement being delivered or specifically progressed during the term; the Clinique Pinel courtyard garden is a modest therapeutic gesture rather than the working farm referenced in the manifesto. A £7m planning application for a new adult mental health day centre and community hub at La Motte Street was submitted in April 2026 but remained at the planning stage at the end of the term, and no dedicated employment programme for people with mental illness was evidenced.

Samarès Ward at Overdale reopened in August 2022 (driven largely by a States proposition from Senator Pallett, passed unanimously before Binet's election) and the Health Minister confirmed in January 2023 it would stay open for the foreseeable future. However, in May 2024 the 16-bed ward was physically relocated to St Ewold's Residential Care Home on Trinity Hill — rebranded 'Samares at St Ewolds' — to enable demolition of Overdale for the new hospital, with a lease of up to nine years. Binet, serving as Assistant Health Minister from January 2024, described the 'successful transfer' of the ward as part of her record; the rehabilitation service for stroke and head-injury patients was maintained continuously, but the original Samarès Ward at Overdale no longer exists as such.
Candidate will investigate measures to attract and retain healthcare workers through housing and pay improvements.
