Andrew Nicholas Jehan

The manifesto is largely a review of the candidate's record as Connétable of St John, covering bus route improvements, mains water and drainage connections, road safety works and community events. The candidate commits explicitly to not seeking a ministerial appointment if re-elected. The two stated forward priorities are the provision of right-sized properties and amenity spaces, including a Memorial Garden in Sion, both described without figures, dates or named delivery mechanisms.

Ambition

Weight 15%
“The art of the possible”

The manifesto is primarily a record of the candidate's term to date, including bus routes, water connections, drainage works and community events. The forward-looking commitments are limited to right-sized housing, amenity spaces in Sion and a Memorial Garden, all described in directional terms. There is no cross-portfolio vision or named investment programme for the coming term.

Tangibility

“Broad commitments”

Several of the retrospective claims carry figures, such as the 30 homes to receive mains water connections, the figure cited for the Northern Sewer extension and the 37 daily bus departures, but these describe past or in-progress work rather than forward pledges. The two forward commitments, right-sized housing and amenity spaces including the Memorial Garden, carry no figures, dates or named mechanisms.

Realism

Weight 20%
“Needs a tailwind”

The manifesto does not promise new spending or tax changes, and the forward pledges are modest in scope. The candidate explicitly declines to seek ministerial appointment, which is a realistic framing of the role. The absence of any funding explanation for the housing and amenity commitments is a gap, though the scale implied is parish-level rather than island-wide.

Deliverability

Weight 30%
“Needs an Assembly majority and a willing Council of Ministers”

The Scorecard records the candidate as Chair of the Comité des Connétables and a member of the Planning Committee, both from 2026. The Planning Committee post is in the same subject area as the housing and amenity space pledges. The commitment to decline a ministerial role is wholly within the candidate's own decision. Other forward pledges would require engagement with the Assembly and relevant bodies, and would need support from a majority of 25 of 49 members where States decisions are involved.

Low waffle

Weight 10%
“Reasonably specific”

A substantial portion of the text describes completed or ongoing work in narrative form, with some general expressions of community connection and pride. The forward section is brief and largely directional. The writing is readable and grounded in named projects, but the closing paragraphs do not add specific commitments.
