Marcus O'Donnel Troy was first elected to the States Assembly as Connétable of St Clement in 2021 and has been re-elected to that seat at each subsequent election, most recently in 2026. During the 2022–2026 Assembly he served on the Planning Committee, the Comité des Connétables, and the Diversity Forum, and held the position of Assistant Minister for Health and Social Services in 2024, followed by membership of the States Employment Board. In the current Assembly he sits on the Public Accounts Committee and continues as a member of the Comité des Connétables.
For his current term Troy campaigned on continuing parish-focused work, emphasising practical community improvement over broader political engagement. His specific pledges include seeking to sell St Christophers' school and reinvesting the proceeds in a parish-wide project, proceeding with the transfer of a parcel of land from Le Rocquier School once legal documentation is complete, and pursuing the redevelopment of Le Squez Youth Club once new youth facilities in St Helier are finished. He has also indicated that development of the Rectory is under consideration in the medium term.
Troy's manifesto notes that he is Jersey-born and has lived and worked in the parish for over 25 years, with a strong personal commitment to Jersey's traditions and the Honorary System.

Troy actively opposed St Clement field rezoning under the 2022 Bridging Island Plan before his term began, and those three fields were subsequently removed from the plan (JEP, February 2022). During the 2022–2026 term, no large-scale housing development on parish green fields was approved, consistent with the promise; however, a Jersey Electricity solar farm on two agricultural fields in St Clement received 'narrow approval' in 2022 and was switched on in May 2025 (JEP, May 2025), representing a form of green-field development that was not prevented. No independent evidence was found that Troy completed the promised parish-level survey of field and glasshouse ownership in collaboration with States departments, and the key test — a new Island Plan — was deferred to 2027–2028, meaning the central commitment remains unresolved as the term ended.

His own 2026 re-election candidate profile on vote.je listed several parish achievements during the 2022–2026 term — including a St Clement Community Hub at Clos Mourant and a parish market — but made no specific reference to new diverse winter activities. During the 2022–2026 term, Connétable Troy oversaw a substantive energy-compliance overhaul of St Clement Parish Hall — replacing the heating system with an air-source heat pump, adding rooftop solar panels and EV chargers, and carrying out insulation work — reported by the Jersey Evening Post and Island FM in June 2026 as delivering expected annual savings of around £3,000. However, no independent evidence emerged of broader regulatory compliance work (e.g. disability access or fire-safety standards) that the manifesto promise explicitly referenced. On the income-generation side, the main estate initiative — selling the Grade 4 Listed former St Christopher's School building to fund parishioner facilities — was only put to a Parish Assembly on 30 June 2026 (already into the new 2026–2030 term), with parishioners voting to sell in early July 2026 per BBC/Yahoo News reporting; the sale itself remained outstanding. The two elements of the promise were therefore only partly delivered within the assessed term.
