Neil Inder stood on a platform centred on housing development, infrastructure delivery, and the more effective use of government assets. A member of the Political Oversight Group for the Guernsey Development Agency, he expressed strong support for that body's objectives and pledged to pursue the development of moderately affordable homes at Griffiths Yard. He indicated an ambition to seek the presidency of the States' Trading Supervisory Board, viewing that role as central to unlocking infrastructure progress across multiple areas over the term.

On housing allocation, Inder advocated for local residents to receive preferential access to any newly built homes funded by the public, arguing that imported workers should not be guaranteed priority. Regarding the long-stalled Leale's Yard project, he called for one final attempt under a fresh team, with a commitment to shelve the scheme entirely and redirect public investment elsewhere if a fair deal for both developer and taxpayer could not be achieved. He also expressed interest in taking responsibility for the government's Property Portfolio through Policy and Resources, seeing it as an area with significant untapped economic potential, and voiced support for accelerating the migration of government services to digital platforms as a route to cost savings.

    After being elected in June 2025, Deputy Inder became President of the Development & Planning Authority in October 2025 — a role directly linked to housing delivery — and publicly committed to accelerating housing development, stating the DPA should 'assist, not hinder' (Island FM, October 2026). The GDA's Key Infrastructure Delivery Plan, which included Griffiths Yard as a housing and mixed-use site, was prepared and due before the States in April 2026, but was subsequently revised following the resignation of GDA chairman Peter Watson in mid-2026, with the political oversight group acknowledging 'systemic frustrations' and dependency on unresolved harbour and infrastructure decisions (Guernsey Press, June 2026).     Deputy Inder did not secure the STSB presidency: the role was won by Deputy Mark Helyar on 4 July 2025, and Inder himself later acknowledged it would have been 'futile' to challenge for it given his narrow re-election margin. However, he did secure a senior committee presidency with infrastructure and housing relevance — he was elected President of the Development and Planning Authority (DPA) on 22 October 2025, expressly emphasising housing delivery as a priority. The manifesto promise's underlying goals (driving infrastructure and housing from a leadership role) are therefore partially met via a different vehicle than the one specified.
