The GDA's plans for Griffiths Yard — mixed housing contingent on land reclamation at Black Rock and relocation of commercial boats from St Sampson's Harbour — remain at a conceptual and strategic-planning stage, with the Key Infrastructure Delivery Programme being revised following the GDA chairman's resignation in mid-2026. Deputy Inder's manifesto promise to move services to digital platforms aligns with significant institutional steps taken by the States since mid-2025, though Inder himself — now serving as President of the Development & Planning Authority — has not been publicly identified as a lead driver of these specific initiatives. The States published a Digital Strategy (March 2025) targeting 75% digital public interactions and 80% online payments by 2029, and in July 2025 appointed EPAM Systems under a multi-year deal to implement ServiceNow as a digital foundation for government services. Neil Inder did not join the Policy & Resources Committee, which was a prerequisite for the promise. Initially placed on the backbenches after the July 2025 committee elections, he was elected President of the Development & Planning Authority in October 2025 (defeating Deputy Ozanne 22–15), a role constitutionally incompatible with P&R membership. No evidence was found of him pursuing or obtaining the Property Portfolio remit via P&R, or of any formal transfer of that remit, in any source up to July 2026.
