Paavan Popat OBE is Chief Executive of TLC Care, a family-owned care home operator in London, Hertfordshire, Surrey and Cambridge, and founder of Trulocom.

BIOGRAPHY

Paavan Popat OBE is Chief Executive of TLC Care, a family-owned care home operator with homes in North London, Hertfordshire, Surrey and Cambridge, and founder and chief executive of Trulocom, the company behind the proposed Heathbourne Green development in Bushey, Hertfordshire. TLC Care's website says it operates eight homes.

A 2019 Care Home Professional interview reports that he grew up around the family care business, studied construction at university and worked for a global development consultancy before taking over the company from his father in 2009. It then traded as Rockley Dene Homes. He rebranded it TLC Care, with the values Truth, Love and Compassion. Companies House records him as a director of Rockley Dene Homes Limited and TLC Group Limited from April 2010. By 2019 he had closed two homes, built three, and raised the share of privately funded residents from 10 per cent to 65 per cent, with all seven homes then rated Good by the CQC.

Caring Times reported in January 2026 that TLC Group had become the only care home operator to achieve Investors in People Platinum and the first globally to receive IIP Wellbeing Platinum. He was a member of HM Government's Older People's Housing Taskforce, whose report Our Future Homes was published in November 2024. He has written on placemaking and loneliness in Inside Housing (March 2025) and Estates Gazette (May 2025), and an application for Heathbourne Green was submitted to Hertsmere Borough Council in 2024.

He was appointed OBE in the 2026 New Year Honours. Care Home Professional reported the award as being for services to intergenerational housing. Caring Times reported it as recognising his contribution to adult social care, workforce wellbeing and age-inclusive living.
