Ed Russell OBE is Chief Executive of WCS Care, a Warwickshire care home charity, which he joined as a carer in 1992. He received an OBE in 2024.

BIOGRAPHY

Ed Russell OBE is Chief Executive of WCS Care, a registered charity that runs 13 care homes across Warwickshire. He joined the charity as a carer in 1992 and has led it since 2020.

He moved from care worker to Home Manager, then into senior management in 2005. From 2016 he was Director of Innovation and Delivery, with responsibility for designing new homes and commissioning technology and equipment. He became Director of Innovation and Development and Deputy Chief Executive in 2018. In May 2020 WCS Care announced that he would succeed Christine Asbury as Chief Executive, and he took over in the summer of that year.

WCS Care says it was the first UK provider to install acoustic night-time monitoring and circadian lighting. Ed Russell also led the development of Woodside Care Village in Warwick, which the charity modelled on a Dutch dementia care facility. He has said he first saw centralised acoustic monitoring in the Netherlands and felt embarrassed about the gulf in night care in the UK. In 2026 WCS Care was shortlisted in the Innovation in Care Homes Technology category at the Leaders in Care Awards for a centralised acoustic night-time monitoring hub.

On workforce, he wrote in the charity's 2023 newsletter that WCS Care had retained 15% more of its workforce that year and cut agency use by creating its own mobile care workers. He gave an interview on the same themes to the Aging Allies podcast in 2023. He received an OBE in the King's Birthday Honours in June 2024 for services to care home residents.
