Tom Lyons is managing director of Black Swan Care Group, which runs care homes across the East of England. He joined in 2008 and has led it since 2016.
BIOGRAPHY
Tom Lyons is managing director of Black Swan Care Group, an East of England care home operator. The group's website describes him as its most senior full-time executive, responsible for overall performance within the strategy set by the board. He is also the nominated Responsible Individual with the Care Quality Commission, according to his LinkedIn profile.
Black Swan began in 1991 as a business consultancy to the care sector and bought its first home, Nightingale Lodge in Hunstanton, in 1994. Lyons joined as operations manager in December 2008, when the group had seven homes, and became managing director in January 2016. By October 2025 the group had 24 homes after it bought All Hallows care home in Bungay, Suffolk, which it plans to reopen as a 42-bedroom home in autumn 2026.
In a 2026 case study for the insurance broker Alan Boswell Group, Lyons said Black Swan buys homes that are failing through regulatory problems or financial mismanagement, invests in them, and can go from viewing to completion in 30 days. He describes the group's position as the top end of the middle market, with smaller, boutique-style homes rather than large new builds.
Black Swan won the Large Business of the Year award at the Norfolk Business Awards in 2020. He joined the management committee of the Essex Care Association in February 2022 and became its vice chair in March 2025. His qualifications include a Level 5 diploma in health and social care and a NEBOSH certificate.
